Judge Mullins has an undergraduate degree in aerospace engineering, and graduated from the University of Colorado Law School.

Judge Mullins was appointed a district judge in November 1990. Before that, Judge Mullins practiced law in a private law firm concentrating on worker’s compensation. He has spent approximately three years in a courtroom handling civil cases, and is currently assigned to domestic relations cases. His top priority in divorce cases is to maximize the welfare of children and maintain the parent-child relationship through appropriate parenting time. He focuses extra energy and time on cases involving high conflict issues. Judge Mullins is a strong proponent of out-of-court mediation to resolve cases, especially cases involving divorce and children.

Overall responses received by the Commission indicate Judge Mullins works hard and treats persons appearing before him fairly, according to the law.
