The First Judicial District Commission on Judicial Performance recommends by a unanimous vote that Judge K.J. Moore BE RETAINED.


Judge Moore received her Bachelor of Arts degree from the University of Colorado and her law degree from the Vermont Law School. Judge Moore was appointed to the Jefferson County Court in 2008. Before her appointment to the court, Judge Moore was a District Court Magistrate for the First Judicial District and a public defender. She handles a mix of traffic, criminal, and misdemeanor cases. Her community interests include serving as a member of the Colorado Behavioral Health Transformation Council and as a Board member of CASA. She is Chair of the First Judicial District High Schools Mock Trial Tournament and is quite engaged with the Juvenile Mental Health Advisory Court. This is the first time Judge Moore has been evaluated since her appointment.


The Commission considered responses to anonymous surveys sent to attorneys and non-attorneys who had been in Judge Moore’s courtroom, unannounced courtroom visitations by Commission members, a self-evaluation by Judge Moore, a personal interview with Judge Moore, and other information in reaching its recommendation regarding Judge Moore. Judge Moore scored above average in every category in which she was rated, and well above the average for all county retention judges surveyed. Comments received from both attorneys and non-attorneys stated that Judge Moore is extremely knowledgeable of the law, shows strong reasoning and understanding in her rulings and demonstrates extraordinary respect for everyone in her courtroom. She exhibits remarkable docket control – even while she has taken on extra case load to accommodate support to the juvenile mental health court. Judge Moore is very organized, completes due diligence in researching her cases prior to hearing, and is thorough and accurate in her written and verbal communications. The Commission was very impressed with Judge Moore’s skills, demeanor, and dedication to the bench. It was evident that while outstanding in every category, she remains committed to continuous improvement so that she can be the best possible judge for the people of Jefferson County.


Of all attorneys surveyed about retention, 93% recommended to retain, 3% not to retain, and 5% were undecided or didn’t have enough information to make a recommendation. Of those expressing an opinion to retain or not to retain, 98% recommended to retain and 3% not to retain. Of all non-attorneys surveyed, 90% recommended to retain, 3% not to retain, and 7% were undecided or didn’t have enough information to make a recommendation. Of those expressing an opinion to retain or not to retain, 96% recommended to retain and 3% not to retain. (These percentages may not total 100% due to rounding.) Based upon its review of the information presented to it, the First Judicial District Performance Commission is pleased to recommend unanimously that Judge K.J. Moore of the Jefferson County Court BE RETAINED.
