The First Judicial District Commission on Judicial Performance recommends by a unanimous vote that Judge Philip J. McNulty BE RETAINED.


Judge McNulty was appointed to the First Judicial District Court in 2008. Before his appointment to the court, Judge McNulty was a Municipal Court Judge for the City of Lakewood. His community interests include volunteering at the Samaritan House as a tutor for homeless children. He is on the Board of the First Judicial District Bar Association and on the Supreme Court’s Disciplinary Review Board and County Court Weighted Caseload Advisory Committee.


Judge McNulty’s overall grades from both attorneys and non-attorneys were well above the average for judges surveyed. He was described as professional, dignified, fair and hard working by attorneys. Non-attorneys described him as direct, fair and efficient.
There were a very few weaknesses identified. Some attorneys thought he had a prosecution bias.


Ninety percent of attorneys surveyed and 90% of non-attorneys surveyed recommended that Judge McNulty be retained. The Commission recommends unanimously that Judge McNulty BE RETAINED.
