The Fourteenth Judicial District Commission on Judicial Performance recommends by a unanimous vote that Judge Shelley A. Hill BE RETAINED.
Background: Judge Hill received her undergraduate degree from The College of William and Mary in 1973 and her Juris Doctorate from Vermont Law School in 1981. Judge Hill was admitted to the Vermont Bar in 1982 and to the Colorado Bar in 1999.
Prior to her appointment as District Court Judge in 2006, she served as Deputy State’s Attorney and State’s Attorney in Vermont for ten years, Bar Counsel for the Supreme Court of Vermont for six years, and in private practice for two years with a focus on general litigation. After moving to Steamboat Springs in 1998 she served four years as Magistrate for the Fourteenth Judicial District prior to joining the local law firm of Klauzer & Tremaine, LLC. Additionally, she has voluntarily served on the Ethics Committee of the Colorado Bar Association since 1999.
Strengths: Attorneys who responded to survey questions rated Judge Hill above average for: (1) case management, (2) application and knowledge of law, (3) communications, (4) demeanor, and (5) diligence . Non-attorneys who responded to survey questions rated Judge Hill above average for: (1) demeanor, (2) fairness, (3) communications, (4) diligence, and (5) application of law. The Commission also reviewed various opinions that Judge Hill wrote. Her opinions appeared to be generally well-reasoned, clearly written and adhered closely to the law. Further, the Commission was impressed with the overall survey results.
Weaknesses: Commissioners noted that Judge Hill is working to improve her knowledge of substantive law.
Recommendation: 75% of attorneys surveyed and 68% of non-attorneys surveyed strongly recommended that Judge Hill be retained in office. Overall 95% of attorneys and 84% of non-attorneys supported her retention.
