Judge James H. Frasher began practicing law in 1973, after receiving his Juris Doctor Degree from Southern Methodist University. He worked for the Colorado State Public Defender and was in private practice until he was sworn in as Pueblo County Court Judge for Division 1 on February 28, 1992.
As a County Court Judge he presides over preliminary felony hearings, misdemeanor criminal cases, traffic cases, restraining order requests and handles civil cases were the amount in dispute is less than $10,000. A survey conducted to evaluate the performance of Judge Frasher sought responses from members of law enforcement, attorneys, litigants, jurors and court personnel. No juror or law enforcement responses were received.
Based on the surveys evaluating Judge Frasher’s performance, he is highly rated for his knowledge of the law, sense of justice, courtroom management, diligence, punctuality, promptness in decision making, and treating all parties equally. Some responses expressed concern about his lack of courtesy under pressure and being aloof. Judge Frasher was strongly recommended for retention.
The Tenth Judicial District Commission on Judicial Performance recommends that Judge Frasher BE RETAINED.
