The Eighth Judicial District Commission on Judicial Performance unanimously recommends that Judge Christine A. Carney BE RETAINED. The vote of the Commission was 10-0.
Judge Carney received her undergraduate degree from Michigan State University and her Juris Doctorate from the University of Colorado School of Law in 1980. Judge Carney was a Deputy District Attorney in Pueblo prior to establishing her law practice in Fort Collins in 1986. Her primary practice was with criminal defense and general civil cases. Judge Carney was appointed a County Judge for Larimer County on July 1, 1998. During the period of this review, Judge Carney handled both criminal and civil cases.
The Commission reviewed the 2004 Judicial Performance Survey data from attorneys and non-attorneys prepared by the Colorado State Commission on Judicial Performance. The survey evaluated case management, application and knowledge of the law, communications, demeanor, and diligence. The Commission reviewed a written self-evaluation and interviewed Judge Carney. The Commission also interviewed attorneys and non-attorneys having professional contact with the judge, conducted a public hearing, and made courtroom observations.
All interviews were consistently positive. She is held in high esteem by all who were interviewed as well as receiving high marks from her survey results. Judge Carney's survey average, overall and by category, from attorneys and non-attorneys were above all county judges and trial judges. Her special attributes are reported as being fair, polite, respectful, patient, and knowledgeable. She is flexible and accommodating and has received high marks from law enforcement respondents. She can portray humor and compassion and has great patience with individuals that represent themselves.
The Young Lawyers named Judge Carney the outstanding Jurist in Larimer County.
The Eighth Judicial District Commission on Judicial Performance believes Judge Carney to be an asset to the Larimer County judiciary and recommends her retention.
