Kathleen M. Bowers graduated from Miami University (Ohio) in 1971 and received her law degree from the University of Denver in 1977.
Prior to her appointment to the court, Judge Bowers worked for the Denver City Attorney’s office, the Massachusetts Attorney General’s office, and the Colorado Attorney General’s office.
On August 1, 1988, Judge Bowers was appointed to the Denver County Court and has served in the traffic, civil and criminal divisions. She is currently assigned to the general sessions division.
The Commission evaluated Judge Bowers based upon questionnaire responses, an interview of the judge, and personal visits to her courtroom. Judge Bowers received high praise from courthouse personnel, and 30 responding attorneys gave Judge Bowers an 82% positive rating. Courtroom observation by the Commission showed that Judge Bowers conscientiously explains court procedure and listens attentively to participants. She strives to reach practical, fair decisions based on the law and the facts, and emphasizes equal treatment regardless of background.
In 1991, she received the Judicial Excellence Award from the Denver Bar Association. She has a reputation as a strict judge and sees herself as a tough sentence.
The Second Judicial District Commission on Judicial Performance recommends that Judge Bowers BE RETAINED.
