The Nineteenth Judicial District Commission on Judicial Performance finds that the Honorable W. Troy Hause MEETS PERFORMANCE STANDARDS. Eight Commissioners voted that Judge Hause meets performance standards, with one recusal, and one absent. The Colorado statutory judicial performance standards are integrity, legal knowledge, communication skills, judicial temperament, administrative performance, and service to the legal profession and the public.
Judge Hause presides over a mixed docket consisting of approximately 50% domestic relations and 50% juvenile cases. He strives to conduct himself in a neutral, unbiased fashion by the application of facts and applying the applicable law. Judge Hause is kind and respectful of all participants and maintains good control over court proceedings. Survey respondents noted his calm and attentive courtroom demeanor. There is some concern as to access by the general public to his courtroom when phone and WebEx platforms are being utilized. Judge Hause was rated higher than the average county court judge in the areas of case management, communications, diligence, and demeanor. Judge Hause meets performance standards.
The Commission conducted a personal interview with Judge Hause, reviewed samples of his work, observed him on the bench in the courtroom, and assessed feedback from attorneys and non-attorneys who appeared before him in court. Surveys were sent to those who appeared before Judge Hause, both attorneys and non-attorneys, including the parties whose cases Judge Hause has presided over. Judge Hause's ratings consisted of 64 survey respondents who scored him an overall 3.3 out of 4.0 in meeting performance standards. Respect for Judge Hause was reflected by attorney survey recipients who rated him by 85% of respondents stating that he meets performance standards. 68% of non-attorney survey respondents agreed that Judge Hause meets performance standards.
Judge Hause was appointed to the District Court Bench for the Nineteenth Judicial District November 30, 2013. Prior to his appointment he was a solo practitioner in private practice for 27 years (1986-2013). He practiced in the areas of family law, bankruptcy, juvenile law, mental health law, criminal defense, general civil litigation, and mediation. Judge Hause graduated from Colorado State University in 1983, with Distinction. He received his juris doctorate from Lewis and Clark Law School (1986) in Portland, OR graduating Magna Cum Laude. Judge Hause currently presides over domestic relations, dependency and neglect, and adoption matters. Judge Hause actively engages in community service activities when time permits.
