The Eleventh Judicial District Commission on Judicial Performance voted 10 “for” and 0 “against” that Judge Brian L. Green MEETS PERFORMANCE STANDARDS. The Colorado statutory judicial performance standards are integrity, legal knowledge, communication skills, judicial temperament, administrative performance, and service to the legal profession and the public.

Judge Green presides over criminal (felony advisement and misdemeanor), civil, traffic, and small claims matters in his courtroom. Judge Green's overall performance (“meets performance standards”) rated by attorneys responding to the surveys was remarkably higher than the combined overall rating of all county judges standing for retention. More specifically, Judge Green’s ratings from attorneys was higher than other county judges on the categories of Case Management, Demeanor, and Fairness. Judge Green also received high marks for “providing written communications that are clear, thorough and well-reasoned”.  The Commission reviewed a sampling of Judge Green’s opinions and agree these marks are well-deserved.   Judge Green also received high marks for speaking clearly so everyone in the courtroom could hear what’s being said.  The Commission observed Judge Green being patient, clear and concise with litigants and attorneys to ensure everyone in the courtroom understood the proceedings.  Based on these findings the Commission unanimously agreed that Judge Green meets judicial performance standards.

The Commission conducted a personal interview with Judge Green, reviewed opinions he authored, observed him in court, reviewed comments received from interested parties during the evaluation, and reviewed surveys sent to attorneys and non-attorneys who had experience with Judge Green.  Of the attorneys responding to the survey, 87% answered “yes, meets performance standards”, 7% answered “no, does not meet performance standards”, and 7% had no opinion regarding whether Judge Green meets or does not meet performance standards.  Of non-attorneys responding to the survey, 70% answered, “yes, meets performance standards”, 25% answered “no, does not meet performance standards”, and 5% had no opinion regarding whether Judge Green meets or does not meet performance standards. (These percentages may not total 100% due to rounding.)  A total of twenty-eight attorneys and twenty-seven non-attorneys responded to the judicial performance surveys expressing their opinion of Judge Green’s performance.

Judge Green was appointed to the bench in 2007.  Judge Green attended the University of Iowa and graduated from the University of Iowa College of Law in 1997.  He began his legal career with LexisNexis Legal Publishing and later moved to Park County to serve as a Deputy District Attorney with the 11th Judicial District Attorney’s office in Fairplay.  Judge Green also serves as the municipal judge for the towns of Fairplay, Alma, and Buena Vista.
